Phoenix Technological Ethics and Security Institute

Cybersecurity, Digital Forensics & AI Safety — STRADA's technology ethics and security institute, developing the frameworks, tools, and defenses needed to navigate the most consequential technological risks of the 21st century.

Overview

Phoenix Technological Ethics and Security Institute

The Phoenix Technological Ethics and Security Institute (PTESI) is the cybersecurity, digital forensics, and AI safety directorate within STRADA. It addresses the intersection of advanced technology and institutional security — developing both the ethical frameworks that should govern emerging technologies and the technical capabilities needed to defend against the threats they create.

PTESI operates across three integrated domains: cybersecurity research and defense, digital forensics in support of criminal justice and intelligence operations, and the governance of artificial intelligence systems — including safety research, alignment frameworks, and policy recommendations for the responsible deployment of AI at scale.

As technology becomes an increasingly central domain of both opportunity and risk for the Foundation's global mission, PTESI ensures that the alliance remains at the frontier of both technological capability and ethical responsibility.

Cybersecurity

Digital Defense & Threat Research

PTESI maintains an active cybersecurity research program covering offensive and defensive techniques, critical infrastructure protection, and the security of the Foundation's own digital systems. Its threat research function tracks emerging cyber threats from state and non-state actors — producing intelligence that informs both the Foundation's defensive posture and its advisory work with partner governments and institutions on national cybersecurity strategy.

AI Safety & Ethics

Artificial Intelligence Governance

PTESI's AI safety program addresses one of the most consequential challenges of the current era: ensuring that increasingly powerful AI systems are developed and deployed in ways that are safe, aligned with human values, and subject to meaningful oversight. The institute conducts original safety research, develops governance frameworks for AI deployment in high-stakes domains, and advises international bodies on AI policy — positioning the Foundation as a credible voice in the global conversation about the future of artificial intelligence.
