Overview
Neighborhood Preparedness & Cultural Strength Directorate
The Neighborhood Preparedness & Cultural Strength Directorate is Ohana Foundation International's resilience-building arm — focused on the neighborhood level, where the real work of community survival and renewal takes place. It builds the emergency preparedness capacity, cultural cohesion, and community healing infrastructure that enables neighborhoods to withstand and recover from the full range of crises they face.
The directorate's CERT (Community Emergency Response Team) training program equips ordinary community members with the skills to respond effectively in the immediate aftermath of a disaster — before professional emergency services arrive. This first-responder capacity at the neighborhood level dramatically improves community survival outcomes and reduces the burden on overwhelmed emergency services.
Alongside emergency preparedness, the directorate invests in the cultural and social fabric that makes communities resilient over the long term — supporting cultural preservation, intergenerational healing, and the community bonds that are the ultimate foundation of collective strength.
Emergency Preparedness
CERT Training & Community First Response
The directorate's CERT program trains community members in disaster response fundamentals — fire safety, light search and rescue, disaster medical operations, and team organization. Trained CERT volunteers become a critical community resource, capable of providing immediate assistance to neighbors in the critical hours following a disaster before professional responders can reach them. The program also builds the neighborhood networks and communication systems that enable coordinated community response.
Cultural Strength
Community Healing & Cultural Preservation
The directorate's cultural strength programs recognize that resilient communities are not just physically prepared — they are culturally rooted and socially cohesive. Its community healing programs address the collective trauma that accumulates in communities that have experienced repeated crises, displacement, or systemic harm — providing culturally grounded healing practices, intergenerational dialogue programs, and community gathering spaces that restore the social bonds essential to collective wellbeing. Its cultural preservation work supports communities in maintaining and transmitting the languages, traditions, and knowledge systems that define their identity.
