Weaponized Drone (UAS) & Asymmetric Threat Multilateral Defense Treaties
An operational unit of the Global Initiatives Division, developing multilateral defense treaties to govern weaponized unmanned aerial systems and asymmetric threats — building the international frameworks that address the proliferation of low-cost, high-impact weapons that challenge conventional military doctrine and require new approaches to deterrence and defense.
Mission & Operational Scope
Governing the Weapons That Have Democratized Destructive Capability
The proliferation of weaponized unmanned aerial systems has fundamentally changed the character of conflict. Commercial drones modified to carry explosives have been used by non-state actors to attack military bases, oil infrastructure, and civilian populations. State actors have deployed armed UAS for targeted killing operations in multiple countries. Drone swarms represent a new class of asymmetric threat that can overwhelm conventional air defenses at a fraction of the cost of the systems they defeat. The existing international legal frameworks — designed for conventional weapons and aircraft — do not adequately address the governance challenges that weaponized UAS present.
This unit develops the multilateral defense treaties that govern weaponized UAS — establishing the export controls, operational norms, and counter-UAS cooperation frameworks that address this rapidly evolving threat.
Governing Doctrine
Frameworks & Standards
- MTCRMissile Technology Control Regime — international export control framework applicable to armed UAS with ranges and payloads meeting missile technology thresholds
- IHL Targeting RulesInternational Humanitarian Law targeting principles — distinction, proportionality, and precaution requirements applicable to UAS strikes in armed conflict
- ATTArms Trade Treaty — international framework for regulating armed UAS transfers and requiring human rights risk assessment before export authorization
- ICAO UAS FrameworkICAO Unmanned Aircraft Systems framework — international civil aviation standards for UAS operations applicable to dual-use and weaponized system governance
Operational Capabilities
Six Core Functions
01
Armed UAS Export Control Frameworks
Develop international armed UAS export control frameworks — establishing the transfer criteria, end-use monitoring requirements, and re-transfer restrictions that prevent weaponized drone technology from reaching actors who would use it to commit atrocities or destabilize regions.
02
UAS Operational Norms in Armed Conflict
Develop international norms for UAS operations in armed conflict — establishing the IHL compliance standards, accountability frameworks, and transparency requirements for state use of armed UAS that reduce civilian casualties and prevent extrajudicial killing.
03
Counter-UAS Cooperation Frameworks
Develop international counter-UAS cooperation frameworks — establishing the technology sharing agreements, joint training standards, and mutual defense protocols that allow nations to share the counter-drone capabilities needed to defend against swarm attacks and commercial drone threats.
04
Non-State Actor UAS Proliferation
Develop international frameworks to prevent non-state actor UAS proliferation — establishing the commercial drone registration standards, modification detection protocols, and supply chain controls that reduce the ability of terrorist and criminal organizations to weaponize commercial UAS.
05
Drone Swarm Governance
Develop international governance frameworks for drone swarm technology — establishing the autonomous decision-making constraints, human control requirements, and deployment norms for swarm systems that can overwhelm conventional defenses and raise novel questions about accountability.
06
Asymmetric Threat Multilateral Defense
Develop multilateral defense frameworks for asymmetric threats — building the collective defense agreements, capability sharing arrangements, and joint response protocols that allow smaller nations to defend against asymmetric threats that exceed their individual capacity to address.
