Fostering Diplomatic Relations DirectorateDivision IV — Global Youth Advocacy & Intergenerational Justice Diplomacy

Transnational Youth Climate Activism & Ecological Stewardship Forums

An operational unit of the Global Youth Advocacy & Intergenerational Justice Diplomacy Division, convening international forums that amplify youth climate voices and develop the next generation of ecological stewards and climate diplomats — because the young people who will live longest with the consequences of today's climate decisions deserve a central role in making them.

Mission & Operational Scope

The Generation That Will Inherit the Climate Must Shape Its Future

The global youth climate movement has demonstrated that young people are not passive recipients of the climate crisis but active agents demanding the transformative action that the science requires. From school strikes to courtroom victories, young climate activists have shifted the political conversation and held governments accountable to their climate commitments. Yet youth voices remain systematically marginalized in the formal climate negotiations where the decisions that will determine their futures are made.

This unit convenes transnational forums that connect youth climate activists across national boundaries, develops the ecological stewardship capacity of the next generation, and advocates for structural inclusion of youth voices in climate governance at all levels — from local land management to international treaty negotiations.

Governing Doctrine

International Standards & Frameworks

  • ParisParis Agreement — intergenerational equity principle and youth participation provisions applicable to national climate action planning and implementation
  • AarhusAarhus Convention — public participation in environmental decision-making rights applicable to youth climate governance participation frameworks
  • UNFCCCUNFCCC Local Communities and Indigenous Peoples Platform — participatory governance model applicable to youth ecological stewardship program design
  • SDG 13SDG 13.3 — climate change education, awareness, and human and institutional capacity building including youth climate literacy and activism support

Operational Capabilities

Six Core Functions

01

Transnational Youth Climate Forum Convening

Convene transnational youth climate forums that connect young climate activists across national and cultural boundaries — building the international solidarity networks, shared knowledge base, and coordinated advocacy capacity that amplify youth climate voices in global governance.

02

Youth Climate Delegation Development

Develop youth climate delegations for international climate negotiations, training young people in climate science, negotiation skills, and diplomatic engagement — ensuring that youth voices in formal climate processes are informed, strategic, and effective rather than merely symbolic.

03

Ecological Stewardship Education Programs

Facilitate international cooperation on ecological stewardship education programs that develop young people's knowledge of, connection to, and responsibility for natural systems — building the generation of ecological stewards that sustainable futures require.

04

Youth Climate Litigation Support

Support international networks of youth climate litigants who are using legal systems to hold governments and corporations accountable to their climate commitments — sharing legal strategies, evidence, and solidarity across national boundaries to strengthen the global youth climate litigation movement.

05

Indigenous Youth Ecological Knowledge Exchange

Facilitate exchange between indigenous youth ecological knowledge holders and the broader youth climate movement, ensuring that traditional ecological knowledge and indigenous land stewardship practices inform international climate and conservation frameworks.

06

Youth Climate Anxiety & Resilience Support

Develop international frameworks for supporting young people experiencing climate anxiety and eco-grief — the psychological distress caused by awareness of the climate crisis — providing the mental health support and community connection that enables sustained climate engagement rather than paralysis.
