Transboundary Vector-Borne Disease Information Exchange & Data Sharing

An operational unit of the Global Health & Biosecurity Diplomatic Corps, establishing international frameworks for real-time sharing of vector surveillance data, outbreak intelligence, and disease mapping — recognizing that mosquitoes, ticks, and other disease vectors do not respect national borders and that effective control requires coordinated transboundary intelligence.

Mission & Operational Scope

Tracking Vectors Across Every Border

Vector-borne diseases — malaria, dengue, Zika, chikungunya, West Nile virus, Lyme disease, and dozens of others — represent some of the most significant infectious disease burdens globally, and climate change is actively expanding the geographic range of their vectors into previously unaffected regions. The fundamental challenge is that vector control and disease surveillance conducted within national borders alone is insufficient when vectors migrate freely across them.

This unit negotiates binding data-sharing agreements that create real-time transboundary vector surveillance networks, establish common data standards that enable meaningful cross-border analysis, and develop coordinated vector control programs that address disease transmission at the landscape scale rather than the national scale.

Governing Doctrine

International Standards & Frameworks

  • IHRInternational Health Regulations — disease event notification obligations and vector surveillance requirements at ports of entry
  • WHOWHO Global Vector Control Response — integrated vector management framework and international coordination standards for vector-borne disease programs
  • IPCCIPCC Health Adaptation Frameworks — climate-driven vector range expansion projections informing transboundary surveillance priority areas
  • ECDCECDC Vector Surveillance Guidelines — regional vector monitoring standards and data sharing protocols applicable to international frameworks

Operational Capabilities

Six Core Functions

01

Transboundary Vector Surveillance Networks

Negotiate data-sharing agreements that create integrated transboundary vector surveillance networks, enabling neighboring nations to share real-time data on vector population density, species distribution, insecticide resistance, and pathogen carriage rates across shared landscapes.

02

Common Data Standard Development

Develop and promote adoption of common data standards for vector surveillance reporting that enable meaningful cross-border analysis — addressing the current fragmentation of national surveillance systems that use incompatible methodologies, making regional disease intelligence impossible.

03

Climate-Driven Range Expansion Monitoring

Establish international monitoring programs for climate-driven vector range expansion, tracking the northward and altitudinal spread of tropical disease vectors into previously unaffected regions and providing early warning to health systems in areas facing novel vector-borne disease risks.

04

Coordinated Vector Control Programs

Facilitate coordinated transboundary vector control programs that address disease transmission at the landscape scale — including synchronized insecticide application campaigns, larval source management across shared water bodies, and biological control programs that require cross-border coordination.

05

Outbreak Intelligence Sharing Protocols

Negotiate rapid outbreak intelligence sharing protocols that ensure neighboring nations receive immediate notification of vector-borne disease outbreaks, enabling pre-emptive vector control and public health response before cross-border spread occurs.

06

Insecticide Resistance Coordination

Coordinate international monitoring and management of insecticide resistance in disease vectors, preventing the development of resistance through uncoordinated national insecticide use and facilitating the rapid sharing of resistance data that informs regional vector control strategy.
