Fostering Diplomatic Relations DirectorateDivision VIII — Strategic Policy & Institutional Reform

Technology, Artificial Intelligence & Frontier Science Policy Harmonization Unit

An operational unit of the Strategic Policy and Institutional Reform Division, developing international frameworks for AI governance, emerging technology standards, and frontier science policy coordination — ensuring that the most transformative technologies in human history are developed and deployed in ways that benefit all of humanity rather than concentrating power in the hands of a few states or corporations.

Mission & Operational Scope

Governing Technologies That Will Define the 21st Century

Artificial intelligence, synthetic biology, quantum computing, and advanced materials are not merely new technologies — they are general-purpose technologies that will transform every sector of the economy and every dimension of national power. The states and corporations that lead in these technologies will have decisive advantages in economic productivity, military capability, and geopolitical influence. The governance challenge is enormous: how do you regulate technologies that are developing faster than regulatory institutions can adapt, that have both civilian and military applications, and that are being developed simultaneously by states with fundamentally different values and governance systems? The AI Safety Summit process, the Bletchley Declaration, and the UN AI Advisory Body represent early attempts to build international governance frameworks, but the gap between the pace of technological development and the pace of governance development is widening.

This unit develops the international frameworks that govern frontier technologies — building the safety standards, export controls, and international cooperation mechanisms that shape how these technologies develop.

Governing Doctrine

Frameworks & Standards

  • Bletchley DeclarationBletchley Declaration on AI Safety — international framework for frontier AI safety research cooperation and information sharing among leading AI nations
  • EU AI ActEU Artificial Intelligence Act — model international framework for risk-based AI regulation including prohibited uses, high-risk system requirements, and foundation model obligations
  • Wassenaar ArrangementWassenaar Arrangement — international export control framework for dual-use technologies applicable to AI chips, quantum computing components, and advanced semiconductor equipment
  • OECD AI PrinciplesOECD AI Principles — international framework for trustworthy AI development including transparency, accountability, and human oversight requirements

Operational Capabilities

Six Core Functions

01

AI Safety Standards

Develop international AI safety standards — establishing the evaluation requirements, red-teaming protocols, and deployment restrictions for frontier AI systems that reduce the risk of catastrophic outcomes from advanced AI while preserving the benefits of AI development.

02

Frontier Technology Export Controls

Develop international frontier technology export control frameworks — establishing the semiconductor equipment restrictions, AI chip controls, and quantum technology transfer standards that prevent adversarial states from acquiring the technologies needed to develop decisive military AI capabilities.

03

Synthetic Biology Governance

Develop international synthetic biology governance frameworks — establishing the dual-use research oversight standards, gain-of-function research restrictions, and biosecurity requirements that prevent the misuse of biotechnology for biological weapons while preserving the enormous benefits of legitimate research.

04

Quantum Technology Policy

Develop international quantum technology policy frameworks — establishing the quantum communication standards, post-quantum cryptography transition requirements, and quantum computing export controls that manage the security implications of quantum technologies for encryption and intelligence.

05

Science Diplomacy Frameworks

Develop international science diplomacy frameworks — establishing the research collaboration standards, data sharing protocols, and joint facility governance mechanisms that enable international scientific cooperation on global challenges while protecting sensitive research from foreign interference.

06

Technology Standards Governance

Develop international technology standards governance frameworks — engaging in the ISO, ITU, and IEEE standards processes to ensure that the technical standards that shape how technologies develop reflect democratic values and interoperability requirements rather than the preferences of authoritarian states.
