Multinational Community Healing & Post-Conflict Reconciliation Forums
An operational unit of the Community Efforts Diplomatic Liaison Division, dedicated to convening structured cross-border reconciliation processes that support community-level healing, truth-telling, and restorative justice in the aftermath of armed conflict, mass atrocity, and systemic violence — recognizing that durable peace is built from the ground up, not imposed from above.
Mission & Operational Scope
Building Peace Where People Live
The Multinational Community Healing & Post-Conflict Reconciliation Forums unit operates from the conviction that elite-level peace agreements, however necessary, are insufficient to produce lasting peace without parallel community-level reconciliation processes that address the interpersonal and inter-communal wounds that conflict inflicts. Formal peace treaties end hostilities; community reconciliation forums build the social trust that makes peace sustainable.
This unit designs and facilitates structured multinational forums that bring together communities divided by conflict across international borders — refugee communities and their home communities, diaspora populations and those who remained, former combatants and survivors — creating protected spaces for truth-telling, acknowledgment of harm, and the negotiation of pathways toward coexistence that are grounded in the lived experience of those most affected by violence.
Governing Doctrine
International Standards & Frameworks
- UNSCUN Security Council Resolution 2282 — sustaining peace framework integrating reconciliation, transitional justice, and community healing into peacebuilding architecture
- TJUN Transitional Justice Guidance — truth commissions, reparations, institutional reform, and prosecutorial accountability as pillars of post-conflict reconciliation
- ICCInternational Criminal Court Rome Statute — complementarity principle linking community reconciliation processes to international criminal accountability frameworks
- ICCPRInternational Covenant on Civil and Political Rights — victim rights, non-recurrence obligations, and truth-telling as components of the right to an effective remedy
Operational Capabilities
Six Core Functions
01
Cross-Border Truth-Telling Forum Design
Design and facilitate structured truth-telling forums that bring together conflict-affected communities across international borders, creating psychologically safe processes for survivors to share testimony, perpetrators to acknowledge harm, and communities to collectively construct shared historical narratives.
02
Restorative Justice Program Development
Develop restorative justice programs that complement formal criminal accountability processes, creating community-based mechanisms for addressing harm, reintegrating former combatants, and rebuilding the social relationships that violent conflict destroys.
03
Diaspora-Homeland Reconciliation Bridges
Facilitate reconciliation processes between diaspora communities and their countries of origin, addressing the divergent experiences of those who fled and those who remained, and creating pathways for diaspora communities to contribute constructively to post-conflict reconstruction without exacerbating existing divisions.
04
Collective Memory & Memorialization
Support communities in developing shared memorialization practices that acknowledge atrocity, honor victims, and embed non-recurrence commitments into collective memory — negotiating the contested historical narratives that, if left unaddressed, become the seeds of future conflict.
05
Reparations Framework Negotiation
Facilitate negotiations on community and individual reparations frameworks that provide material acknowledgment of harm, support survivor rehabilitation, and contribute to the reconstruction of communities destroyed by conflict — integrating reparations into broader reconciliation processes rather than treating them as isolated financial transactions.
06
Reconciliation Practitioner Training
Train community reconciliation practitioners in trauma-informed facilitation, conflict transformation, and restorative justice methodologies, building local capacity for sustained reconciliation work that continues long after international facilitation support concludes.
