Fostering Diplomatic Relations DirectorateDivision IV — Global Youth Advocacy & Intergenerational Justice Diplomacy

International Youth Financial Literacy & Economic Mobility Accords

An operational unit of the Global Youth Advocacy & Intergenerational Justice Diplomacy Division, negotiating international frameworks for youth financial education, entrepreneurship support, and economic mobility — equipping young people worldwide with the knowledge, skills, and opportunities to build financial independence and break cycles of intergenerational poverty.

Mission & Operational Scope

Financial Knowledge as a Foundation for Freedom

Financial illiteracy is a silent driver of poverty and vulnerability. Young people who lack basic financial knowledge — how to budget, save, avoid predatory lending, and build credit — are systematically exploited by financial systems designed to profit from their ignorance. The consequences compound over lifetimes: debt traps, missed investment opportunities, and the inability to build the financial security that enables genuine life choices. Yet financial education remains absent from most national curricula, and the quality of financial education that does exist varies enormously across national and socioeconomic lines.

This unit negotiates international accords that establish financial literacy as a core educational right, develop cross-border frameworks for youth entrepreneurship support, and create the economic mobility pathways that enable young people from low-income backgrounds to build financial independence regardless of where they start.

Governing Doctrine

International Standards & Frameworks

  • OECDOECD/INFE International Framework for Financial Literacy Competencies — global standards for financial literacy education applicable to youth curriculum frameworks
  • G20G20 Financial Inclusion Action Plan — youth financial inclusion commitments including access to savings accounts, credit, and digital financial services
  • ILOILO Youth Employment Programme — decent work for young people frameworks including entrepreneurship development and vocational training standards
  • SDG 8SDG 8.6 — substantial reduction in the proportion of youth not in employment, education, or training, with economic mobility as a core implementation pathway

Operational Capabilities

Six Core Functions

01

Universal Youth Financial Literacy Curriculum

Negotiate international accords establishing financial literacy as a core component of national education curricula, developing shared curriculum frameworks that ensure all young people receive age-appropriate financial education covering budgeting, saving, credit, investment, and consumer protection.

02

Youth Financial Inclusion Frameworks

Develop international frameworks for youth financial inclusion — ensuring that young people have access to appropriate savings accounts, credit products, and digital financial services — addressing the regulatory barriers that currently exclude young people from formal financial systems in many nations.

03

Cross-Border Youth Entrepreneurship Support

Negotiate international frameworks for cross-border youth entrepreneurship support, facilitating access to mentorship, seed funding, business development services, and market access for young entrepreneurs across national boundaries — building the global youth entrepreneurship ecosystem.

04

Predatory Lending Protection Standards

Develop international standards for predatory lending protection specifically addressing the products and practices that target young people — payday loans, high-interest student debt, and exploitative digital financial products — establishing the consumer protection floor that prevents financial exploitation of youth.

05

Youth Savings & Asset Building Programs

Facilitate international cooperation on youth savings and asset building programs — including children's savings accounts, matched savings programs, and youth development accounts — that build the financial assets young people need to invest in education, housing, and entrepreneurship.

06

Intergenerational Wealth Transfer Equity

Advocate for international frameworks addressing intergenerational wealth transfer inequality, developing policy approaches that reduce the advantages conferred by inherited wealth and expand economic mobility opportunities for young people from low-income backgrounds.
