International Youth Employment & Green-Collar Job Creation Pacts

An operational unit of the Global Youth Advocacy & Intergenerational Justice Diplomacy Division, negotiating international pacts that create decent green employment for young people while accelerating the transition to sustainable economies — solving youth unemployment and climate change simultaneously through just transition frameworks that invest in both people and planet.

Mission & Operational Scope

Building the Green Economy with Young Hands

Youth unemployment is a global crisis with profound human costs — young people without work lose not just income but purpose, dignity, and the social connections that employment provides. Simultaneously, the transition to sustainable economies requires massive investment in renewable energy, energy efficiency, sustainable agriculture, ecosystem restoration, and green infrastructure — creating enormous demand for skilled workers. The convergence of these two challenges creates a historic opportunity: green job creation can simultaneously address youth unemployment and accelerate climate action.

This unit negotiates international pacts that coordinate investment in green job creation for young people, develop the vocational training and apprenticeship frameworks that equip young people with green economy skills, and ensure that just transition frameworks explicitly address youth employment as a core component of sustainable development.

Governing Doctrine

International Standards & Frameworks

  • ILOILO Guidelines for a Just Transition — framework for environmentally sustainable economies with decent work, including youth employment in green sectors
  • SDG 8SDG 8 Decent Work — full and productive employment for all including youth, with specific targets for reducing youth NEET rates and promoting green jobs
  • IRENAIRENA Renewable Energy and Jobs — annual assessment of green employment trends informing international youth green job creation pact design
  • ParisParis Agreement Article 4.7 — just transition of the workforce and creation of decent work and quality jobs in the context of climate action implementation

Operational Capabilities

Six Core Functions

01

International Youth Green Job Creation Pacts

Negotiate binding international pacts that commit nations to coordinated investment in green job creation for young people — establishing employment targets, investment obligations, and accountability mechanisms for youth green employment in renewable energy, ecosystem restoration, and sustainable infrastructure.

02

Green Skills Vocational Training Frameworks

Develop international frameworks for green skills vocational training that equip young people with the technical competencies needed for green economy employment — establishing curriculum standards, apprenticeship frameworks, and credential recognition systems for green collar occupations.

03

Youth Just Transition Employment Guarantees

Advocate for inclusion of youth employment guarantees in just transition frameworks, ensuring that the economic disruption caused by decarbonization does not fall disproportionately on young workers in fossil fuel-dependent communities who face the longest futures in a changed economy.

04

Green Entrepreneurship Incubation Programs

Facilitate international cooperation on green entrepreneurship incubation programs for young people, providing the mentorship, seed funding, and market access support that enables young entrepreneurs to build the green businesses that drive sustainable economic transformation.

05

Cross-Border Green Apprenticeship Exchange

Develop international cross-border green apprenticeship exchange programs that give young people practical experience in green economy sectors across national boundaries — building both technical skills and the international networks that support green economy career development.

06

Youth Green Employment Data Harmonization

Facilitate international harmonization of youth green employment data collection and measurement, enabling meaningful cross-national comparison of green job creation progress, skills gaps, and training effectiveness — building the evidence base needed to improve policy and investment decisions.
