International Prisoner of Conscience & Unlawful Detention Release Team

An operational unit of the Humanitarian Efforts Diplomatic Advocacy Division, developing international frameworks to secure the release of prisoners of conscience and individuals held in unlawful detention — advocating for journalists, activists, human rights defenders, and others imprisoned for peacefully exercising their fundamental rights.

Mission & Operational Scope

Securing Freedom for Those Imprisoned for Exercising Their Rights

Prisoners of conscience — individuals imprisoned solely for peacefully exercising their human rights — represent the most direct form of political repression. Journalists imprisoned for reporting on corruption, activists detained for organizing peaceful protests, religious minorities imprisoned for practicing their faith, and human rights defenders jailed for documenting abuses all face the same fundamental injustice: imprisonment for doing what international law explicitly protects. The international community has developed tools for advocating for their release — UN Working Group opinions, Special Rapporteur urgent appeals, and diplomatic pressure — but their effectiveness depends on sustained, coordinated advocacy.

This team develops the international frameworks that coordinate advocacy for prisoners of conscience — building the diplomatic pressure mechanisms, UN system engagement protocols, and civil society coordination frameworks that maximize the effectiveness of release campaigns.

Develop international frameworks for prisoner of conscience case advocacy — establishing the case documentation standards, diplomatic demarche protocols, and coordinated pressure mechanisms that maximize the effectiveness of international advocacy for individual prisoners.

02

UN Working Group Engagement

Develop frameworks for systematic UN Working Group on Arbitrary Detention engagement — establishing the case submission standards, follow-up protocols, and government compliance mechanisms that translate WGAD opinions into actual releases.

03

Human Rights Defender Protection

Develop international frameworks for human rights defender protection — establishing the early warning systems, emergency visa programs, and diplomatic protection mechanisms that protect defenders at risk before they are imprisoned and secure their release when they are.

Develop international frameworks for journalist imprisonment response — establishing the rapid response protocols, diplomatic pressure mechanisms, and media freedom coalition engagement standards that address the imprisonment of journalists for their reporting.

05

Hostage Diplomacy & Wrongful Detention

Develop international frameworks for addressing hostage diplomacy and wrongful detention of foreign nationals — establishing the negotiation standards, multilateral coordination mechanisms, and deterrence frameworks that address the use of foreign nationals as diplomatic bargaining chips.

06

Post-Release Rehabilitation Support

Develop international frameworks for post-release rehabilitation support — establishing the medical care, psychological support, and reintegration assistance standards that help former prisoners of conscience rebuild their lives and continue their human rights work after release.
