Fostering Diplomatic Relations DirectorateDivision IV — Fighting Crimes & Injustices Diplomatic Coalition

International Ghost-Gun & Illicit Arms Proliferation Treaties Unit

An operational unit of the Fighting Crimes & Injustices Diplomatic Coalition Division, negotiating international frameworks to combat ghost gun manufacturing, illicit arms trafficking, and the proliferation of untraceable weapons — addressing the transnational dimensions of a crisis that fuels violence and undermines public safety worldwide.

Mission & Operational Scope

Closing the Gaps That Allow Illegal Weapons to Flow Across Borders

The proliferation of ghost guns — untraceable firearms manufactured from kits or 3D-printed components — represents a new frontier in illicit arms that existing international frameworks were not designed to address. Combined with the ongoing challenge of conventional illicit arms trafficking that moves weapons from conflict zones and weak governance states into criminal markets worldwide, the international community faces a firearms proliferation challenge that requires updated legal frameworks, enhanced enforcement cooperation, and new approaches to traceability and accountability.

This unit negotiates international treaties addressing ghost gun manufacturing and distribution, develops enhanced frameworks for conventional illicit arms trafficking enforcement, and advocates for the marking, tracing, and record-keeping standards that make firearms accountable throughout their lifecycle.

Governing Doctrine

International Standards & Frameworks

  • Firearms ProtocolUN Protocol Against Illicit Manufacturing and Trafficking in Firearms — primary international framework for firearms marking, record-keeping, and cross-border trafficking enforcement
  • ATTArms Trade Treaty — international framework regulating conventional arms transfers and requiring risk assessment for human rights and humanitarian law impacts
  • PoAUN Programme of Action on Small Arms and Light Weapons — political commitment framework for SALW marking, tracing, stockpile management, and surplus destruction
  • ITIInternational Tracing Instrument — politically binding framework for marking and tracing small arms and light weapons applicable to ghost gun traceability standard development

Operational Capabilities

Six Core Functions

01

Ghost Gun International Treaty Development

Develop international treaty frameworks addressing ghost gun manufacturing and distribution — establishing the regulatory standards for firearm kit sales, 3D printing files, and unserialized components that close the legal gaps allowing untraceable firearms to proliferate across borders.

02

Firearms Marking & Tracing Standards

Advocate for and develop enhanced international firearms marking and tracing standards — building on the Firearms Protocol and ITI to establish the serialization requirements, digital marking technologies, and cross-border tracing cooperation that make every firearm accountable throughout its lifecycle.

03

Illicit Arms Trafficking Interdiction

Develop international frameworks for illicit arms trafficking interdiction — establishing the intelligence sharing protocols, border control cooperation, and joint investigation frameworks that enable law enforcement to disrupt the trafficking networks that move weapons from source countries to criminal markets.

04

Surplus Weapons Destruction Programs

Facilitate international surplus weapons destruction programs — developing the funding mechanisms, technical assistance frameworks, and political commitments needed to destroy the stockpiles of surplus and seized weapons that feed illicit arms markets when inadequately secured.

05

Dark-Web Arms Sales Enforcement

Develop international enforcement frameworks for dark-web arms sales — establishing the legal authorities, technical investigation methods, and cross-border prosecution cooperation needed to disrupt online marketplaces that sell firearms, components, and conversion kits to buyers who circumvent legal channels.

06

End-Use Monitoring & Diversion Prevention

Develop international end-use monitoring frameworks that prevent legally transferred weapons from being diverted to illicit markets — establishing the post-transfer verification requirements, broker registration obligations, and accountability mechanisms that track authorized transfers and detect diversion.
