Fostering Diplomatic Relations DirectorateTask Force Directorate — Cross-Directorate Command

International AI Governance & Autonomous Weapons Treaty Task Force

A standing cross-divisional task force of the Fostering Diplomatic Relations Directorate, building international AI governance frameworks and negotiating autonomous weapons treaties — working to establish the rules for AI before the technology transforms warfare, surveillance, and geopolitical competition in ways that cannot be reversed.

Mission & Cross-Directorate Mandate

Governing AI Before It Governs the Battlefield and the World

Autonomous weapons systems — weapons that can select and engage targets without meaningful human control — represent a fundamental challenge to the laws of armed conflict, the ethics of warfare, and the stability of the international security system. The proliferation of armed drones, AI-powered targeting systems, and autonomous naval and ground vehicles is accelerating faster than the international community's ability to govern them. The UN Convention on Certain Conventional Weapons process has been debating lethal autonomous weapons for over a decade without producing binding rules. Meanwhile, AI is transforming intelligence analysis, cyber operations, and strategic decision-making in ways that compress the time available for human judgment and increase the risk of miscalculation. This task force coordinates the Directorate's urgent work to build the international governance frameworks that can shape how AI develops before the window for meaningful governance closes.

Drawing on technology, security, legal, and diplomatic expertise, this task force leads the Directorate's most consequential governance challenge of the 21st century.

Core Operational Functions

Six Cross-Directorate Capabilities

01

Autonomous Weapons Treaty Negotiation

Lead the Directorate's engagement in autonomous weapons treaty negotiations — developing the Directorate's positions on meaningful human control requirements, prohibited systems categories, and verification mechanisms for a binding treaty on lethal autonomous weapons.

02

Military AI Governance Standards

Develop international military AI governance standards — building the responsible use frameworks, testing and evaluation requirements, and accountability standards for AI systems used in military decision-making that reduce the risk of miscalculation and escalation.

03

AI Arms Race Prevention

Coordinate AI arms race prevention diplomacy — engaging the major AI powers in strategic stability dialogues that address the destabilizing effects of military AI competition and build the confidence measures needed to prevent AI from triggering inadvertent escalation.

04

Civilian AI Governance Integration

Integrate civilian AI governance into the Directorate's broader AI work — ensuring that the safety standards, transparency requirements, and accountability frameworks developed for civilian AI are reflected in military AI governance and that civilian governance advances do not create military AI loopholes.

05

AI Proliferation Controls

Coordinate AI proliferation controls — developing the export control standards, end-use monitoring requirements, and technology transfer restrictions that prevent the most dangerous military AI capabilities from proliferating to states or non-state actors that would use them irresponsibly.

06

Human Control Standards

Develop international human control standards for autonomous systems — establishing the meaningful human control requirements, accountability chain standards, and override mechanism specifications that ensure humans remain responsible for life-and-death decisions in warfare.
