Inter-Agency Handover & Transitional Government Support Group

An operational unit of the Geopolitical Strategy and Statecraft Division, developing international frameworks for supporting transitions of governmental authority — coordinating the inter-agency handovers, transitional governance arrangements, and international support programs that help post-conflict and post-authoritarian societies build durable democratic institutions.

Mission & Operational Scope

Supporting the Transitions That Determine Whether Peace Becomes Durable

The transition from conflict or authoritarian rule to stable democratic governance is the most dangerous period in a country's political development. The window between the end of fighting and the establishment of legitimate institutions is when spoilers can derail the peace process, when criminal networks can capture state institutions, and when the international community's attention and resources are most needed but most difficult to sustain. The handover from international administration or peacekeeping to national authority — as in Kosovo, East Timor, and Afghanistan — requires careful sequencing and sustained support to avoid the collapse of the institutions that international engagement built. Inter-agency coordination failures during these transitions have repeatedly produced the conditions for renewed conflict.

This group develops the international frameworks that support governmental transitions — building the inter-agency coordination standards, transitional governance designs, and international support architectures that give new governments the best chance of success.

Operational Capabilities

Six Core Functions

01

Transitional Governance Design

Develop international transitional governance design frameworks — establishing the power-sharing arrangement standards, interim authority structures, and constitutional process designs that provide legitimate governance during the transition period while permanent institutions are being established.

02

Inter-Agency Coordination Standards

Develop international inter-agency coordination standards for transitions — establishing the lead agency designation protocols, information sharing requirements, and joint planning frameworks that prevent the coordination failures that have undermined previous transition support efforts.

03

Security Sector Transition

Develop international security sector transition frameworks — establishing the disarmament, demobilization, and reintegration standards, police reform sequencing, and military subordination to civilian authority requirements that build security institutions that serve rather than threaten the population.

04

Electoral Process Support

Develop international electoral process support frameworks — establishing the technical assistance standards, observer mission protocols, and dispute resolution mechanisms that support credible elections during political transitions and build public confidence in democratic processes.

05

International Administration Handover

Develop international administration handover frameworks — establishing the capacity transfer standards, institution sustainability assessments, and phased withdrawal protocols that ensure international administration missions hand over to national authorities in ways that preserve rather than undermine the institutions built.

06

Spoiler Management Strategies

Develop international spoiler management strategy frameworks — establishing the political inclusion standards, incentive design protocols, and coercive pressure mechanisms that address the actors who benefit from continued instability and seek to derail transitions to legitimate governance.
