Humanitarian Access & Conflict Zone Safe Corridor Negotiation Unit
An operational unit of the Humanitarian Efforts Diplomatic Advocacy Division, negotiating humanitarian access agreements and safe corridors that allow aid workers to reach civilians trapped in conflict zones — ensuring that the principles of humanitarian access enshrined in international law are translated into operational reality even in the most contested environments.
Mission & Operational Scope
Reaching the Unreachable — Negotiating Access When Lives Depend on It
Humanitarian access — the ability of aid organizations to reach civilians in need — is both a legal right under international humanitarian law and a practical challenge that requires constant diplomatic effort. Parties to armed conflict routinely obstruct humanitarian access as a tactic of war, using starvation and denial of medical care as weapons. Safe corridors for civilian evacuation are negotiated and then violated. Aid workers are targeted and killed. The gap between the legal framework that protects humanitarian access and the operational reality on the ground is one of the most persistent failures of the international humanitarian system.
This unit negotiates the access agreements, safe corridor arrangements, and humanitarian pause frameworks that translate legal obligations into operational access — working with all parties to conflict to ensure that civilians can receive the assistance they need to survive.

Operational Capabilities
Six Core Functions
01
Humanitarian Access Negotiations
Conduct humanitarian access negotiations with parties to armed conflict — developing the diplomatic frameworks, confidence-building measures, and access agreement templates that allow aid organizations to reach civilians in need even in the most contested environments.
02
Safe Corridor Establishment
Develop safe corridor frameworks for civilian evacuation — negotiating the ceasefire arrangements, route agreements, and monitoring mechanisms that allow civilians to leave conflict zones safely and aid convoys to enter them.
03
Humanitarian Pause Diplomacy
Develop humanitarian pause frameworks — negotiating the temporary cessation of hostilities agreements that allow vaccination campaigns, food distributions, and medical evacuations to proceed in active conflict zones.
04
Aid Worker Protection Standards
Develop international frameworks for aid worker protection — establishing the security protocols, notification standards, and accountability mechanisms that reduce attacks on humanitarian personnel and hold perpetrators accountable.
05
Siege & Starvation Accountability
Develop international accountability frameworks for siege warfare and deliberate starvation — establishing the documentation standards, ICC referral protocols, and Security Council response mechanisms that hold parties accountable for using starvation as a weapon of war.
06
Cross-Line Humanitarian Operations
Develop frameworks for cross-line humanitarian operations — establishing the negotiation protocols, monitoring mechanisms, and deconfliction procedures that allow humanitarian organizations to operate across front lines and reach populations in areas controlled by non-state armed groups.
