Global Threat Intelligence Sharing & Statecraft Synchronization Team
An operational unit of the Geopolitical Strategy and Statecraft Division, developing international frameworks for sharing threat intelligence between allied states and synchronizing diplomatic and security responses — ensuring that the intelligence that informs statecraft is shared effectively and that allied responses to global threats are coordinated rather than fragmented.
Mission & Operational Scope
Synchronizing Intelligence and Diplomacy to Produce Coherent Allied Responses
Effective statecraft requires intelligence — accurate, timely information about the intentions and capabilities of adversaries, the dynamics of conflicts, and the vulnerabilities that threats exploit. But intelligence is only as valuable as the policy decisions it informs, and those decisions are only as effective as the coordination between the states that must implement them. The Five Eyes intelligence sharing arrangement, NATO's intelligence fusion centers, and the EU's intelligence analysis capacity represent different models for how allied states can share threat assessments and synchronize responses. The challenge is ensuring that intelligence sharing is deep enough to enable genuine coordination while protecting sources and methods that cannot be shared without compromising future collection.
This team develops the international frameworks that enable effective threat intelligence sharing and statecraft synchronization — building the trust, protocols, and institutional architectures that allow allied states to respond to global threats with coherence rather than fragmentation.

Operational Capabilities
Six Core Functions
01
Allied Intelligence Sharing Frameworks
Develop international allied intelligence sharing frameworks — establishing the classification standards, handling protocols, and trust-building mechanisms that enable states to share threat intelligence at the level of depth needed for genuine policy coordination while protecting sources and methods.
02
Threat Assessment Synchronization
Develop international threat assessment synchronization frameworks — establishing the common analytical standards, shared threat taxonomy, and joint assessment processes that ensure allied states are working from compatible threat pictures when coordinating responses to global security challenges.
03
Diplomatic-Intelligence Integration
Develop international frameworks for diplomatic-intelligence integration — establishing the protocols for incorporating intelligence assessments into diplomatic decision-making, ensuring that diplomats have the threat context they need and that intelligence agencies understand the diplomatic implications of their assessments.
04
Counterintelligence Coordination
Develop international counterintelligence coordination frameworks — establishing the allied coordination mechanisms, information sharing protocols, and joint investigation standards that address the foreign intelligence threats that target allied governments, defense industries, and critical infrastructure.
05
Open Source Intelligence Standards
Develop international open source intelligence standards — establishing the collection methodologies, analytical frameworks, and sharing protocols for open source intelligence that can be shared more broadly than classified intelligence and provides the foundation for allied threat assessments.
06
Statecraft Synchronization Protocols
Develop international statecraft synchronization protocols — establishing the allied consultation mechanisms, coordinated response frameworks, and joint messaging standards that ensure allied states respond to global threats with coherent, mutually reinforcing diplomatic and security actions rather than fragmented unilateral responses.
