Global Aging Populations & Geriatric Care Standard Harmonization Team

An operational unit of the Community Efforts Diplomatic Liaison Division, dedicated to negotiating international standards for elder care, geriatric health services, and aging population policy that ensure dignity, quality of life, and social inclusion for older persons worldwide — addressing one of the most significant demographic challenges of the twenty-first century through coordinated multilateral action.

Mission & Operational Scope

Ensuring Dignity for the World's Aging Populations

The Global Aging Populations & Geriatric Care Standard Harmonization Team operates in response to a demographic reality that no nation can address in isolation: the global population of persons over 65 is growing faster than any other age cohort, and the majority of nations — particularly in the Global South — lack the geriatric care infrastructure, trained workforce, and policy frameworks necessary to meet this challenge with dignity.

This unit negotiates international minimum standards for geriatric care quality, advocates for the inclusion of aging population needs in global health and development frameworks, facilitates cross-border knowledge exchange on elder care innovation, and works to combat the ageism embedded in international development priorities that systematically underinvests in the health and social inclusion of older persons.

Operational Capabilities

Six Core Functions

01

Geriatric Care Minimum Standard Negotiation

Negotiate binding international minimum standards for geriatric care quality across residential, community, and home-based settings, establishing enforceable benchmarks for staffing ratios, clinical protocols, dignity protections, and quality assurance mechanisms in elder care facilities.

02

Elder Abuse Prevention Frameworks

Develop and promote international frameworks for elder abuse prevention, detection, and response — establishing legal obligations for mandatory reporting, independent oversight of care facilities, and criminal accountability for elder abuse that create genuine deterrence across signatory nations.

03

Geriatric Workforce Development Exchange

Facilitate international exchange programs for geriatric care professionals, sharing training methodologies, clinical best practices, and workforce development models that build the specialized elder care capacity that most nations currently lack at the scale the demographic transition demands.

04

Age-Friendly Communities Policy Harmonization

Promote the adoption of WHO Age-Friendly Cities and Communities frameworks across partner nations, facilitating policy harmonization that ensures urban planning, transportation, housing, and social services are designed to support the independence and participation of older persons.

05

Pension & Social Security Portability

Negotiate bilateral and multilateral social security totalization agreements that protect the pension and healthcare entitlements of older persons who have worked across multiple countries, preventing the loss of retirement security due to fragmented international work histories.

06

Dementia Care International Standards

Develop international standards for dementia care that address the specific dignity, autonomy, and clinical needs of persons living with dementia, negotiating frameworks that require nations to integrate dementia into national health plans and establish specialized care pathways with adequate funding and workforce support.
