Geneva Convention & Rules of Engagement (ROE) Diplomatic Analytics Team
An operational unit of the Humanitarian Efforts Diplomatic Advocacy Division, analyzing compliance with international humanitarian law and developing diplomatic frameworks to strengthen adherence to the Geneva Conventions — ensuring that the rules designed to limit the suffering of war are understood, respected, and enforced.
Mission & Operational Scope
Upholding the Rules That Limit the Suffering of War
The Geneva Conventions represent humanity's attempt to impose limits on the conduct of war — to protect civilians, prisoners of war, and the wounded from the worst excesses of armed conflict. These rules have been violated in every major conflict since their adoption, but their existence matters: they provide the legal basis for accountability, the standard against which conduct is measured, and the framework for diplomatic pressure on parties who violate them. The challenge is not the inadequacy of the rules but the gap between the rules and their enforcement.
This team provides the analytical capacity to document IHL violations, develop the diplomatic frameworks that create accountability pressure, and advocate for the rules of engagement standards that reduce civilian casualties in armed conflict.

Operational Capabilities
Six Core Functions
01
IHL Violation Documentation & Analysis
Develop international frameworks for IHL violation documentation and analysis — establishing the evidentiary standards, open-source intelligence methodologies, and fact-finding protocols that create the authoritative record of violations needed for accountability and diplomatic pressure.
02
ROE Compliance Advocacy
Develop diplomatic frameworks for rules of engagement compliance advocacy — engaging military establishments, defense ministries, and armed group leadership on the IHL obligations that govern targeting decisions and the precautionary measures required to minimize civilian casualties.
03
IHL Dissemination & Training Standards
Develop international IHL dissemination and training standards — establishing the military training requirements, armed group engagement protocols, and civilian population education frameworks that ensure all parties to conflict understand their IHL obligations.
04
Proportionality & Distinction Analysis
Develop analytical frameworks for proportionality and distinction assessment — providing the legal analysis, case study documentation, and diplomatic briefing materials that help states and international bodies evaluate whether specific attacks comply with IHL targeting principles.
05
Prohibited Weapons Compliance
Develop international frameworks for prohibited weapons compliance — monitoring the use of cluster munitions, incendiary weapons, and other weapons with indiscriminate effects and developing the diplomatic pressure mechanisms that enforce compliance with weapons prohibition treaties.
06
IHL Accountability Mechanisms
Develop international IHL accountability mechanisms — strengthening the national investigation requirements, international fact-finding missions, and ICC referral protocols that ensure parties to conflict face consequences for systematic IHL violations.
