Gender Equality, Women's Empowerment & Global Integration Pacts

An operational unit of the Global Initiatives Division, developing international frameworks to advance gender equality and women's empowerment — negotiating the pacts, standards, and accountability mechanisms that ensure women's full and equal participation in economic, political, and civic life as both a fundamental right and a prerequisite for sustainable development.

Mission & Operational Scope

Unlocking the Full Potential of Half of Humanity

Gender inequality is not merely a rights violation — it is an economic catastrophe. The McKinsey Global Institute estimates that advancing women's equality could add $12 trillion to global GDP. When women are excluded from education, economic participation, and political decision-making, societies lose the contributions of half their population and perpetuate cycles of poverty that affect entire communities. Despite decades of progress, gender gaps persist in every country — in wages, political representation, access to credit, property rights, and freedom from violence. In many parts of the world, progress has stalled or reversed.

This unit develops the international pacts and accountability frameworks that accelerate progress toward gender equality — building on CEDAW, the Beijing Platform, and SDG 5 to create binding commitments and effective implementation mechanisms.

Operational Capabilities

Six Core Functions

01

Women's Economic Empowerment Pacts

Develop international pacts for women's economic empowerment — establishing the equal pay standards, property rights frameworks, financial inclusion requirements, and entrepreneurship support programs that enable women's full economic participation and close persistent gender wage gaps.

02

Political Participation & Representation

Develop international frameworks for women's political participation and representation — establishing the electoral quota standards, candidate support programs, and anti-harassment frameworks that increase women's representation in legislatures, cabinets, and international bodies.

03

Girls Education & STEM Access

Develop international frameworks for girls' education and STEM access — establishing the enrollment parity standards, scholarship programs, and school safety requirements that ensure girls complete secondary and tertiary education and access the science and technology careers that drive economic growth.

04

Gender-Based Violence Prevention

Develop international frameworks for gender-based violence prevention — establishing the legal standards, survivor support requirements, and perpetrator accountability mechanisms that address the epidemic of domestic violence, sexual assault, and femicide that affects women in every country.

05

Unpaid Care Work Recognition

Develop international frameworks for unpaid care work recognition — establishing the measurement standards, social protection frameworks, and care infrastructure investment requirements that address the disproportionate burden of unpaid care work that constrains women's economic participation worldwide.

06

CEDAW Implementation & Accountability

Develop international frameworks for CEDAW implementation and accountability — strengthening the treaty body review process, developing shadow reporting standards, and building the civil society monitoring capacity that translates CEDAW commitments into measurable improvements in women's lives.
