Enforced Disappearance & Extrajudicial Execution Intervention Advocacy

An operational unit of the Humanitarian Efforts Diplomatic Advocacy Division, developing international frameworks to prevent enforced disappearances and extrajudicial executions — securing accountability for these grave violations of the right to life and liberty and supporting the families of victims in their search for truth and justice.

Mission & Operational Scope

Confronting the State Practice of Making People Disappear

Enforced disappearance — the arrest, detention, or abduction of a person by state agents followed by a refusal to acknowledge the deprivation of liberty or reveal the fate of the disappeared — is a crime under international law that inflicts ongoing suffering on both the victim and their family. Extrajudicial execution — the deliberate killing of individuals by state agents outside any legal process — denies the most fundamental human right. Both practices are used by governments to eliminate political opponents, silence journalists and activists, and terrorize populations into submission. Despite international prohibitions, both continue to occur in dozens of countries.

This unit develops the international advocacy frameworks that prevent these violations, support victims' families in their search for truth, and hold perpetrators accountable through international mechanisms.

Operational Capabilities

Six Core Functions

Develop international frameworks for disappearance case documentation — establishing the evidentiary standards, database systems, and cross-border information sharing protocols that create the authoritative record of disappearances needed for accountability and family notification.

03

Extrajudicial Execution Investigation

Develop international frameworks for extrajudicial execution investigation — establishing the independent investigation standards, forensic protocols, and international monitoring mechanisms that ensure suspicious deaths are investigated impartially and perpetrators identified.

04

05

Targeted Killing Governance

Develop international governance frameworks for targeted killing — establishing the legal standards, transparency requirements, and accountability mechanisms for state-sanctioned targeted killing operations that ensure compliance with IHL and human rights law.

06

Truth Commission Standards

Develop international truth commission standards for disappearances and extrajudicial executions — establishing the mandate design, victim participation, and follow-up accountability frameworks that allow truth commissions to provide meaningful acknowledgment and contribute to non-recurrence.
