Education, Labor & Demographic Trends Strategic Policy Exchange Unit
An operational unit of the Strategic Policy and Institutional Reform Division, developing international frameworks for education system reform, labor market policy, and demographic transition management — building the human capital strategies that prepare societies for the economic disruptions of automation, the social challenges of aging populations, and the opportunities of a young global workforce.
Mission & Operational Scope
Preparing Human Capital for the Disruptions of the 21st Century
The demographic divergence between aging developed countries and young developing countries is one of the defining structural features of 21st century geopolitics. Japan, South Korea, and much of Europe face severe labor shortages and pension system stress from aging populations, while sub-Saharan Africa and South Asia have hundreds of millions of young people entering the workforce in economies that cannot absorb them. AI and automation are simultaneously destroying jobs in routine cognitive and manual tasks while creating demand for skills that education systems are not producing. The mismatch between the skills that economies need and the skills that education systems produce is a global challenge that requires international policy coordination — on credential recognition, skills standards, labor migration, and education technology.
This unit develops the international frameworks that address these demographic and human capital challenges — building the education standards, labor policy coordination mechanisms, and migration frameworks that prepare societies for the transitions ahead.

Operational Capabilities
Six Core Functions
01
Education Quality Standards
Develop international education quality standards — establishing the curriculum benchmarks, teacher training requirements, and learning outcome assessment frameworks that enable cross-country comparison and evidence-based education reform to improve outcomes for all students.
02
Skills Recognition Frameworks
Develop international skills recognition frameworks — establishing the credential equivalency standards, micro-credential recognition protocols, and competency assessment systems that allow workers to have their skills recognized across borders and reduce the barriers to labor mobility.
03
AI Workforce Transition
Develop international AI workforce transition frameworks — establishing the reskilling investment standards, social protection requirements, and labor market adjustment programs that help workers displaced by automation transition to new employment rather than falling into long-term unemployment.
04
Demographic Dividend Policy
Develop international demographic dividend policy frameworks — establishing the education investment standards, job creation requirements, and social infrastructure benchmarks that help young-population countries convert their demographic advantage into sustained economic growth.
05
Aging Population Policy
Develop international aging population policy frameworks — establishing the pension system sustainability standards, healthcare financing requirements, and labor force participation strategies that help aging societies maintain economic productivity and social cohesion.
06
Labor Migration Governance
Develop international labor migration governance frameworks — establishing the worker protection standards, remittance facilitation requirements, and brain drain mitigation protocols that make labor migration beneficial for origin countries, destination countries, and migrants themselves.
