Democratic Infrastructure & Elections Security Global Accords

An operational unit of the Global Initiatives Division, developing international accords to protect democratic infrastructure and electoral security — defending the voting systems, electoral management bodies, and information environments that democratic governance requires from foreign interference, cyberattack, and disinformation campaigns.

Mission & Operational Scope

Protecting the Foundations of Democratic Self-Governance

Democratic elections are the mechanism through which citizens exercise sovereignty — and they have become a primary target for foreign interference. State-sponsored actors have hacked electoral management systems, conducted influence operations to manipulate voter behavior, and used social media to amplify divisive content and undermine confidence in electoral integrity. The threat is not only to individual elections but to the legitimacy of democratic governance itself: when citizens cannot trust that their votes are counted accurately and that the information environment is not manipulated by foreign actors, the social contract that democratic governance requires begins to dissolve.

This unit develops the international accords that protect democratic infrastructure — establishing the election security standards, foreign interference prohibitions, and mutual defense frameworks that allow democracies to protect their electoral processes through collective action.

Operational Capabilities

Six Core Functions

01

Election Infrastructure Security Standards

Develop international election infrastructure security standards — establishing the cybersecurity requirements for voter registration systems, voting machines, and results tabulation infrastructure that protect electoral processes from hacking and manipulation.

02

Foreign Interference Prohibition Accords

Develop international accords prohibiting foreign interference in elections — establishing the norms, attribution frameworks, and response protocols that create credible deterrence against state-sponsored influence operations targeting democratic elections.

03

Election Observation & Monitoring Standards

Develop international election observation and monitoring standards — strengthening the OSCE/ODIHR methodology, expanding observation capacity to regions with limited coverage, and developing the rapid response frameworks that allow the international community to respond to electoral fraud.

04

Political Finance Transparency

Develop international political finance transparency frameworks — establishing the disclosure standards, foreign funding prohibitions, and enforcement mechanisms that prevent foreign money from corrupting democratic processes through political party and campaign financing.

05

AI-Generated Disinformation Governance

Develop international frameworks for AI-generated disinformation governance — establishing the synthetic media labeling standards, platform accountability requirements, and cross-border enforcement cooperation that address the threat of AI-generated deepfakes and disinformation to electoral integrity.

06

Democratic Backsliding Response

Develop international frameworks for responding to democratic backsliding — establishing the early warning indicators, diplomatic pressure mechanisms, and conditional engagement frameworks that allow the international community to support democratic institutions under pressure from authoritarian consolidation.
