Cross-Directorate Anti-Corruption & Kleptocracy Dismantlement Task Force
A standing cross-divisional task force of the Fostering Diplomatic Relations Directorate, dismantling kleptocracy and systemic corruption through coordinated diplomatic, legal, financial, and accountability responses — recognizing that corruption is not merely a governance failure but a security threat, a development obstacle, and a human rights violation that requires the full weight of cross-directorate engagement.
Mission & Cross-Directorate Mandate
Dismantling the Corruption Networks That Undermine Every Other Diplomatic Objective
Kleptocracy — the systematic looting of state resources by political elites — is not merely a governance problem. It is a security threat because it hollows out the state institutions needed for effective governance and creates the grievances that fuel conflict and extremism. It is a development obstacle because it diverts resources from public services and infrastructure to private enrichment. It is a human rights violation because it denies citizens the services they are entitled to. And it is a geopolitical challenge because kleptocratic networks in democratic countries provide the financial infrastructure that authoritarian states use to project influence and undermine democratic institutions. Dismantling kleptocracy requires simultaneous engagement across financial intelligence, law enforcement cooperation, diplomatic pressure, development assistance, and civil society support — dimensions that span every division of the Directorate.
This task force coordinates the Directorate's comprehensive anti-corruption engagement — from financial intelligence to diplomatic pressure to institution building.

Core Operational Functions
Six Cross-Directorate Capabilities
01
Kleptocracy Network Mapping
Coordinate kleptocracy network mapping — integrating financial intelligence, open source research, and diplomatic reporting to identify the beneficial owners, financial intermediaries, and professional enablers that constitute kleptocratic networks and provide the basis for targeted action.
02
Targeted Sanctions Coordination
Coordinate targeted sanctions against kleptocrats — developing the allied coordination mechanisms, evidence standards, and designation processes that maximize the impact of Magnitsky-type sanctions while ensuring they are based on credible evidence and subject to due process.
03
Asset Recovery Coordination
Coordinate international asset recovery — supporting the mutual legal assistance requests, non-conviction-based forfeiture proceedings, and return-of-assets negotiations that recover stolen public funds from foreign jurisdictions and return them to the populations they were stolen from.
04
Financial Haven Closure
Coordinate financial haven closure diplomacy — engaging with offshore financial centers, correspondent banking networks, and professional services firms to close the loopholes that allow kleptocrats to hide stolen assets in anonymous shell companies and trusts.
05
Anti-Corruption Institution Support
Coordinate support for anti-corruption institutions — providing technical assistance, political backing, and protection to the independent prosecutors, anti-corruption commissions, and civil society organizations that are fighting corruption at the national level.
06
Corruption-Development Nexus
Coordinate the Directorate's engagement on the corruption-development nexus — ensuring that anti-corruption conditionality, governance reform requirements, and accountability standards are integrated into development finance and diplomatic engagement with high-corruption countries.
