Atomic Energy Safety & Nuclear Non-Proliferation Diplomatic Team

An operational unit of the Global Initiatives Division, developing international frameworks for nuclear safety, non-proliferation, and disarmament — reducing the existential risk posed by nuclear weapons while enabling the peaceful use of atomic energy for clean power generation and medical applications.

Mission & Operational Scope

Preventing Nuclear Catastrophe While Enabling Peaceful Atomic Energy

Nuclear weapons represent humanity's most immediate existential risk — the only technology currently capable of ending civilization in hours. The Non-Proliferation Treaty regime has successfully prevented the spread of nuclear weapons to most nations, but faces serious challenges: the erosion of arms control agreements between major powers, the nuclear programs of states outside the NPT, and the risk that terrorist organizations could acquire nuclear or radiological materials. Simultaneously, nuclear power offers a low-carbon energy source that could be essential for climate stabilization — but only if safety standards are maintained and proliferation risks are managed.

This team develops the international frameworks that strengthen the non-proliferation regime, advance disarmament, and ensure that civilian nuclear programs operate safely under international safeguards.

Governing Doctrine

Frameworks & Standards

  • NPTNuclear Non-Proliferation Treaty — cornerstone international framework for preventing nuclear weapons spread, enabling peaceful use, and advancing disarmament
  • IAEAInternational Atomic Energy Agency — international body for nuclear safeguards, safety standards, and the verification of non-proliferation commitments
  • CTBTComprehensive Nuclear-Test-Ban Treaty — international framework prohibiting nuclear explosive testing with global monitoring network
  • TPNWTreaty on the Prohibition of Nuclear Weapons — international framework for the total elimination of nuclear weapons, representing the humanitarian disarmament approach

Operational Capabilities

Six Core Functions

01

Non-Proliferation Regime Strengthening

Develop international frameworks to strengthen the non-proliferation regime — advocating for universal NPT adherence, strengthening IAEA safeguards, and developing the diplomatic pressure mechanisms that address states pursuing nuclear weapons outside the treaty framework.

02

Nuclear Disarmament Diplomacy

Develop international frameworks for nuclear disarmament — building the diplomatic coalitions, verification frameworks, and step-by-step disarmament protocols that advance the NPT Article VI obligation toward a world free of nuclear weapons.

03

Nuclear Security & Radiological Terrorism

Develop international frameworks for nuclear security — establishing the physical protection standards, material accounting requirements, and international cooperation mechanisms that prevent nuclear and radiological materials from falling into terrorist hands.

04

Civilian Nuclear Safety Standards

Develop international civilian nuclear safety standards — strengthening IAEA safety conventions, peer review mechanisms, and emergency response frameworks that ensure nuclear power plants worldwide operate safely and that accidents are contained before they become international crises.

05

Nuclear-Weapon-Free Zone Expansion

Advocate for and facilitate the expansion of nuclear-weapon-free zones — developing the diplomatic frameworks that extend the Tlatelolco, Pelindaba, Bangkok, Semipalatinsk, and Rarotonga treaty models to additional regions and reduce the geographic footprint of nuclear weapons.

06

Peaceful Nuclear Technology Transfer

Develop international frameworks for peaceful nuclear technology transfer — establishing the safeguards-compliant technology sharing agreements that allow developing nations to access nuclear medicine, food irradiation, and clean energy benefits without proliferation risk.
